Late application and tricky situation

Recently, it came to my attention that my dad's immigration status application was rejected in 2020 due to difficulties in contacting him for additional information regarding the dates. He has been living in the country since February/March 2020 (and just assuming that the fact he applied was enough). Due to this, my pre-settlement status was accepted in 2021. So, I found this result a bit confusing.

Given his challenges with the language, accessing email/technology, and my browsing through his email we only learned about the decision this month. From my browsing, I understood that the person who helped my dad fill out his application used the same criteria as his, which didn't/doesn't apply to my dad at all.

Besides all this, my dad meets the eligibility criteria because he was living here before 31 December 2020. I already contacted the home office to withdraw his application so I can submit a new one. Meanwhile, I'll get him to get bank statements from 2020 as proof. Or maybe I could provide the same proof I did.

I'm curious if anyone has experience with the timeline for this process and if there is still hope to regularize his situation. Any insights would be greatly appreciated.
