EU application for a dependant child over 21?

Situation: a EU citizen lived in UK for a decade, got EU PR and then settled status, and then also got UK citizenship in 2019. After that they lived on and off in between their EU country and UK (last 2 years they live and work in UK).
They have a son, over 21, also EU citizen (same EU country), who until now was a student in their EU country of origin. Parent paid for son's appartment for last 4-5 years (from the parent's bank account directly to appartment owner), and were also regularly transferring to the son some money. So it seems to me that the son qualifies as "dependent".
Is there a chance they can still use EU (pre-)settlement scheme to bring the son to live in UK?
It seems to me it is possible, but they need to ask HO for some special paper application form, no?
Is there a chance indeed? If yes, how do they get this paper form? And what are other steps do they need to take?
I would greatly appreciate any information or advise

The EUSS application scheme has closed for everyone that didn't live in the UK at the end if the transition period. Adult son needs a visa to come to the UK.

I think the son qualifies for a Lounes paper application.

No harm in making the application as all applications under EUSS are free.
