Child visa under EU scheme

The home office has approved my sister-in-law’s pre-settled status. She must enter the UK on March 21. During her application process, her son was born, and they also made an application for him. Yesterday, they got his passport back, but there’s no Visa or vignette there. They are concerned that their child's Visa application has been refused. They did not get any refusal letter along with the application when they got the passport back from the embassy.

I have a couple of questions;

-The UK Has stopped issuing physical visas on the passport instead of E visa. Is there any chance that his application for Visa has been successful because of Evisa? or does E Visa apply to the EU settlement scheme?

- Since there is no refusal letter, how can they confirm the status of the application? Is there any email or telephone number where they can confirm? They have made an application outside the country

EU Settlement Status is actually the first implementation of the eVisa system, though physical documents were still issued where required, for EU family members.

Perhaps start here: https://www.gov.uk/get-access-evisa - you should be able to register child's passport which is then visible to the Border Force system. Phoning maybe but there are no direct numbers to case workers, just "help line" which may ormay not be helpful.
Note I am not familiar with eVisa so can't really give more detailed insights.
