Refused EEA Visa - spouse on the sick

A relative of my friend has been refused an EEA visa, his wife (who is a British National) was on the sick due to some kind of mental difficulties, its unclear what exactly is stopping her from working, he is going to try and appeal, what do you think his chances of winning the appeal is?

Would you like to give a bit more detail such as what country's visa did your friend apply and in which EU country British citizen exercising treaty rights?

He is from Turkey, both now in UK.

Turkey is NOT part of the EU! So how exactly did your friend apply for an EEA RC? Was his wife exercising her treaty rights in another EU country (not Turkey) before returning to the UK?

She has always been in the the UK and did work before but is now on the sick, he came to the UK about a year ago.
I think its been refused because she hasnt proved she can never return to work.
Is there any other way he would be able to stay in the UK if the EEA route is not possible?

Should apply for a spouse visa in Turkey assuming he's here on a visit visa. U cannot switch in country.
Cost is £485 in local currency.
If the sponsor is not working this will be an extremely difficult application and likely to lead to refusal.
