EEA 2 FORM

I am sorry if this question has been asked. I am confused with sections on the form. Section one is for applicatnt and section 2 is for non eea family. section 3 if for eea.
my dutch brother in law is applying for me does he fill in section one or do i do it? i called the eu immigration number the man said i should fill in section 1 and if there is another applicatant they should fill in section 2. however i am thinking section 2 is the only one asking for non eea member info.

Also the declaration in Section 10 says:

I hereby apply for a residence card for myself and any non-EEA or non-Swiss national family members listed in this form.

To me it means he should fill it out so that would mean he is the applicant and if he is he should fill section 1. my deadline for submission is today. i am trying to save costs by doing it myself.

Your 'Dutch brother in law' should not be filling in Form EEA2 as the APPLICANT!
He is an EU national, and should therefore use EEA1 or EEA3, depending on his circumstance.
YOU are the applicant on EEA2, as a non EU national!
At some point, you need to fill in the details of the EU national you are depending on (in this case your Dutch in-law).

Fill in section 1 with YOUR details, as the APPLICANT.

Fill in section 3 with your Dutch in-law's details.
