EEA4:Comprehensive Insurance and Child Primary Carer

An ECJ finds that the right of residence of the parent who is the primary carer of a child of a migrant worker who is in education is not conditional on that parent having sufficient resources(that the grant of the right of residence for the children and the parent is not conditional on self-sufficiency.)
This will invariable implied a comprehensive Insurance will not be necessary for an EEA4 application.

In this case yes, but this depends on a child being in education under European law.

I think the general case is that the NHS needs to qualify as comprehensive sickness insurance, since there is no other comprehensive insurance available in the UK. But maybe that is to obvious for a court to decide. I doubt the UKBA would press the issue if you insist on the NHS cover... they much rather prefer to hassle people with random requirements than to set a clear cut precedent once and for all.
