Anyone got a EEA family permit issued in Hong Kong?

I'm an EEA citizen with a non-EEA wife. We're temporarily in Hong Kong and my wife's family old EEA family permit expired about a month ago. We plan to go back to the UK in the early summer and so would have to get a 6-month family permit issued from here.
Has anoyone on these boards tried in Hong Kong? I know the Consulate sends all the visa applications to the Philippines for processing (it may be outsourced as well) but this is not a visa application under UK immigration laws so I assume we can have someone at the consulate do it locally and quickly? They're impossible to get in touch with on the phone as usual.
