Applying in person for FMRstamp or non-EEA residence card

Hi. I heard that if u apply in person at Home office in Croydon for family member visa -they will decide on your case the same day. Does anyone Know anything?

Only EEA nationals can apply in person for the registration certificate only, see

Thanx. My husband is Bulgarian and he already got registration certificate/ yellow card. I am not from EU. Should i apply for a stamp or card. I read the HO site- a bit confused.
