EEA2 For my Mum please help

Good Afternoon Board
I do have a question I wanted to ask the Board, I’m Italian Citizen and I have been living and working in UK for 10 years
I want my Mum, a Ghanaian citizen and my 2 siblings age 16 and 13 to come and live with me in the UK I do know is possible to apply for EEA2 for my Mother as a dependant.
What about my sibling as they are not my immediate family member but extended family can my mum pass on the EEA2 status to her children as dependant?
