No need to be confused....
Can you tell us if you are married or registered partner.... bcuz that may give some clue for NO APPEAL rejection....
And secondly you need to write a covering letter and perhaps a letter from agency to explain this employment status of your husband....

we have already send worker registration scheme to Home Office to update his employer details but havent received anything from HO yet.
my 28 days period ends on 3rd of august. so if we dont get the updated Worker Registration Scheme, can I make a fresh visa application without it, then send WRS when we get it?
Another problem is we went to his agency to get a letter that he is still registered with them. But unfortunately they deleted him from their list coz he hasnt worked for them for a long time.
We have a solicitor but he seems also confused thats why I wanted to ask you, guys.
So what do you think? what should we do?
Thanks so much for help.
you still have the right to stay with him as long as he has treaty right. the best if you choose a good solicitor, it will help you.
it doesnt matter you have appeal right or not , you can go for judicial review

Are you both already in the UK and is he presently working? If so you are applying for a "Residence Card" and not a visa.

Why do you say you are running out of time?
I would strongly suggest you include a copy of the new WRS registration form and any confirmation you have received.
Can I ask why you are using a Solicitor and how much it is costing?

I think you should just reapply again with new evidence. AS LONG HE IS WORKING.
