EEA3/EEA4 APPLICATION

HELLO, I HAVE LIVING IN UK SINCE October 2001 as a student visa and now i got RC for five years through eea2.
can i apply for PR on october, 2011 as it will be 10 years time ..
if i can what type of application form should he used

Wrong link and wrong advice, I'm afraid. OP has a RC on the basis of EEA rules and should apply for PR using form EEA4, once he or she is in the UK for five consecutive years after being eligible for RC (10 years period mentioned is irrelevant). See

I had a understanding that its a general rule that if you have legally lived in england for 10 years you are eligible to apply for ILR..? that is teh genaral rule for anyone who has lived in uk for 10+ years..i have had this advise from HO though...

OK, you may have a point there, but once you're on the EEA route it's better to stick to it and don't revert to the UK national immigration rules. The EEA route offers better rights and all applications are free of charge
