First formal step would be the EEA family permit and prove that you are in a durable relationship (I assume that you are not married from what you have said). I think a baby together may strengthen your application. Do you have a residence card (EU4FAM)?

I think the OP's current EU4FAM card was issued for is/her previous marriage.
To the OP: Just reapply for another? Unless you retained your rights of residence for which the current EU4FAM card was issued.

Fill out the VAF5 form, possibly online and make an appointment with the local consulate (Dublin?). For background info read the link I have given you. Include evidence that you are in a durable relationship (possibly including birth certificate, proof that your partner is the father, bills you pay together, anything official in joint names, etc.). Though for sham marriages the info there may be useful too.
