Hello what if she still refuses to co operate as she has been doing?Is there no other way to apply for the permanent residence?.

Bottom line is that if you cant prove that your ex spouse has been exercising treaty rights in the UK for the last 5 years and specifically from initiation of divorce until grant of decree absolute, then you are in for a tough time. HO will refuse your application and there is nothing much you can do. Search the topics here and you will find hundreds of posts where this has been clearly stated. Your best bet would be to try and get the proof from your ex or you might be in trouble.....
