apply now or wait for premium counter service

hi everybody,
I'm going to apply for retain my right,but i fund that UK Border Agency launches survey on counter service for European applications(the last day 20 January),which make me think they going to open the service soon(less than 6 months from now)
if i send my file by post i have to wait 6 months to have any response,what do you think is not better to wait for the premium counter service and apply in one day?
do you know approximate how long take to open that service?

I would apply now as we are not sure when the system will start, if it will work at all.

With retention of right of residency, i am sure further enquiries will be required in majority of cases, therefore premium application will not be available for this. Besides the survey states that this service will be available to EEA2 3 AND 4 applicant. Even people on the qualifying category could have their case referred for further enquiries, and would not have their payment reinbursed. This enquiry can take up to 6 months
