what documents i need to send for my non-eea motherinlaw

Hi I'm an eea citizen and I want to apply for my non eea motherinlaw's eea2 resident card. At the moment she holds a 2 years visitor visa and she is here for last 3 months.
I want her to settle here with us as there is no one in her country to look after her and she is getting old now . She is 63 years.

Can u plz guide me.

1. Is she eligible for eea RC?

2. What documents do I need to send to HO?

1. Yes, if she is dependent on you. See Chapter 5 of the ECIS.
2. Documents that proof the relationship, the dependency and the EEA national exercising treaty rights and being resident in the UK.

Any idea what is normal/minimum processing time for a non-ea dependant visa (mother) timings..?
