docs for overseas non-EEA to get married with EEA law in UK?

Writing a new post for this question so it's easier to find in the future in case someone can help and someone needs the same information in the future.
I'm a Spanish guy trying to get married with a Japanese girl in the UK under the EEA regulations. She's currently living here for she'll need to leave the UK in 3 months because her tier-5 young mobility visa will expire then.
Does anyone know which documents would her need to come back to the UK in order to get married under the EEA law? I read that they need a fiancee visa, but I think that's just to get married under the UK law (and you need to pay the UK fees, etc), isn't it? and I read that the certificate of approval can just be asked from within the UK? so not sure what's required in this scenario, can't find any information online.
