marrying british citizen

Hi everyone,
Just a question a friend of mine asked me and i said i will put it on this forum.
He said the law is about change that British citizen who marry illegal immigrant in UK will be allowed to apply for a resident permit like you do with an EEA national i did argue that it is not true. Anyone heard anything similar?
