ANSWER to EEA1/2 Refusal requires a NEW application…?

Ok, guys, I have the answer to my question. After a meeting at the Citizens Advice Bureau I decided to call the UKBA directly. Indeed, if you have been refused residence on the grounds of lack of evidence that you have a medical insurance, you really must do a new application. I strongly suggest everyone who has these kind of problems to visit the local Citizens Advice Bureau.
