Apply before marriage or/and after marriage

My fiance is an illegal immigrant, currently signing on weekly and his just received CoA for marriage not long ago after about a year since app was made.
He's liable to be detained and removed from uk at anytime even though we're due to marry next month.
We're thinking it could be a good idea to apply for resisdence card as a unmarried partner of EEA national which is a few days before our marriage so we can be certain he won't be taken away on our wedding day as we'll have an app in process. This will be done in-case they (ukba) plan to do that.
So what I want to know now is- is it a good idea to apply for his resisdence card before our marriage in other to avoid being taken on our wedding?
