working whilst appealing?

Hi,
my wife is currently applying for her EEA2 residence permit (I'm British, we're doing it via the surinder singh route) She has her application letter that says she can work. Hopefully they will just grant it and this will be an academic question, but we were wondering if she gets refused and we appeal, can she continue to work during the appeal?
