EEA1 card for A8 country citizens

hi,
I have been living in the uk for some years now, and I have done the workers registration scheme back in 2006, but I didn't bother to apply for permanent residency that time. Since then I have been studying and now I might need to get an EEA1 card. my question is whether I would run into problems if I want to get it now (as I might not qualify for completing the WRS period)?
I also heard that the workers registration scheme will be abolished after 1May, I assume after that I would be able to obtain the card without any problem?
