Residence Card (EEA2) from outside the UK?

From a previous post, (http://www.immigrationboards.com/viewtopic.php?t=73966) there came a recommendationt to apply for the Residence Card (EEA2) from my home country.
Is it posible to apply for the RC from outside the UK (using the EEA2 form)?
If it is, what would the supporting argument be, as the EEA national member hasn't excersice her Treaty rights yet?
