Is an EEA Family Permit a visa?

On form VAF5, application for an EEA Family permit, and its online equivalent, the question is asked:
6.3 Have you ever been refused a visa for any country, including the UK?
EUN02 says:
EUN2.1 What is an EEA family permit?
An EEA family permit is a document similar to an entry clearance which has been given the name "EEA family permit" to distinguish it from a visa or entry clearance issued under the Immigration Rules.
So if you have previously been refused an EEA Family Permit you have not been refused a visa and should answer "No" to question 6.3. If you answered "Yes" you would be making a false declaration and be subject to a mandatory 10 year entry ban.

Or should you guess at what the person might have intended and answer "Yes" anyway?

Does anyone have experience of this?
