hi pls am abt to submit my application and i want to find out if its a must we send our bank statement , myself and eea partner re both working and we ve included our payslips , council tax bill on both names.

The guide, the check list and the application form give very clear guidance on what is needed in your particular circumstances. In short: no and neither are the non EEA national's payslips. The council tax bill may not be needed either as residence may be obvious from the EEA's work (and I can't see any formal requirement in the EEA regulations that residence in particular must be demonstrated).
