You applied for PR as the family member of an EU citizen?

I am curious why the application was original refused and why was the appeal allowed! Tell us more!

I would suggest you write to them (send it special delivery!) and request your passports back. Ask that the case be given priority treatment because so much time has elapsed since your initial application for PR and you need to travel again. Their rules suggest that they will likely just issue the PR card and then send the passport back, since there is not much question that they will have to do so.

Worst case they will issue the PR vignette on a immigration status document later, after first sending you back the passports.

6.4 Issuing a document certifying permanent residence or a permanent residence card

Permanent residence cards are valid for 10 years from the date of issue.
• For an EEA national a document certifying permanent residence takes the form of a vignette placed in a free standing document.
• For a Swiss national a Swiss document certifying permanent residence takes the form of a vignette placed in a free standing document.
• For a family member of an EEA national a permanent residence card takes the form of a vignette placed in his/her passport or on an immigration status document if no passport is available.
