Can I marry again after retaining my rights?

Hi,
I have been a visitor at this forum for more than 2 yrs and quite frankly this is the best website I have ever seen, most solicitors don't know the answers for the questions that are posted here (from my own experience). You guys doing GREAT job voluntarily.

My story... I married my polish wife (now ex) in 2007 and after 3 years we divorced which was mutual decision after something had happened in our relationships. Last year I submitted my application for retaining my rights after receiving Decree Absolute and was granted new RC March this year.
Spent a month in Russia where I met Lili. Our relationships are progressing. But now I'm confused as I'm a RC holder and I'm still a family member of EEA (that's what written on my RC), will I be allowed to marry again and bring my wife to the UK?
I checked many threads but couldn't find an answer to this question.

Does it mean that I can not bring my wife-to-be, even though I retained my rights?

There appears to be no applicable provisions for your spouse under the EEA regulations. Spouse may use the UK immigration rules once you have attained PR.
