Family Route consultation

Hi,
I haven't been writing for a while.... me and my husband are awaiting the decision... But I have checked the UKBA website... and came across this

Now I understand this is just a consultation, but can they really do that... examlpe: put the income limit - so basically tel people if you're not rich enough you can't have a family here...???
It's very worrrying
