Hi,

I am a non eea national and in a civil partnership with an Italian national. I have EEA2. Currently I am working but planning to resign and start studying a full time Phd.

As a non-eea family member, do I have to provide comprehensive medical insurance and sufficient funds documentation to HO about myself while applying to EEA4 in the future?

By the way, my Italian civil partner is full time employed and will continue his employment.

No. I think that it's sufficient for the EEA national to be a worker.

What maters is what the ItalianIEU!) citizen is doing in the UK. If they are working, then you can work or study or even not work. There are no requirements for you to have any resources or to have any sickness insurance. In fact, since you have a Residence Card already you can just go and do it.
