Can anyone advice whether non-eea family member who have PR status can sponser his/her mother (family permit) to join in UK or He/She (non-eea family member with PR) still needs his/her EEA spouse to sponser monther in law to join.

I believe a non-EEA with PR can sponsor relatives under the UK immigration rules.
Only EEA nationals exercising Treaty Rights ( or has Permanent Residence) can sponsor under the EU rules.

My mother is under 60's so UK route is not looking sound good.
If my EEA wife start sending remittance to my (non-eea family member) mother (her mother in law) then, how many period of remittance do we need to show to HO that would enough evidence that my EEA spouse is sponsering her mother in law?

Apparently your mother is now not financially dependent on you or your wife? Sending her some money is not going to change that...

My mother is dependent on me as I am the only source of income for her. I have been regularly sending remittance to her every month until now. The problem is I have RC status and i will be eligible for PR in Sept'11 after completing 5 years of marriage. Just wondering whether I can sponsor to my mother (family permit)?

OK, if you and your wife are living together and have joint finances it doesn't really matter if it's you or your wife who sends the money.

I am sending movey via money transfer every month. Me and my wife are living together but have separate bank accounts.

I suppose that is enough to claim that your mother is a dependent family member, although I don't know what criteria UKBA actually uses.
Anyway, if it is accepted, your mother's right of residence is still derived from your wife being an EEA national exercising treaty rights, and nothing will change for your mother's situation when you acquire PR.
