FP-both unemplyoed

hi everyone
i read many topics about getting family permit, but didnt found anything simillar to my case.
My husband recently got hungarian passport, we both live in serbia.
He has residence in serbia. Will that cause a problem, because he has not residence in hungary?
And further:
We are married for 2,5 years, living together for 3 years
We planned soon to apply for my FP in serbian world bridge office, but we have several issues:
1. We are both unemployed
2. We have only a few photos together (including wedding photos)
3. We dont have ANY proof of living together, first we lived in rented appartment, but bills was on owners name, we are not related to him. For last one year we live in his parents house
5. We dont have joint bank account
I read that we only need his passport, marriage certificate and a letter-if we state staying less than 6months, but seems that everybody show more (at least bank account). What if they refuse my application? And if we make an appeal, with our few documents, seems perfect for another refusal :)
and one more thing: i applied last year for tourist visa, my parent lives in the uk, but didnt get it, at that time i was also unemployed, that were the reason for rejection. That was my third tourist visa, the first two granted without problems.
Suppose i must put that in application, i have a stamp in my passport.
