In case you are still waiting: I sent my application in August 2011 and my COA also took ages to be issued and delivered.
They told me to send a fax complaining, which I did twice and didn't speed things...
Finally, after the 5th week waiting for my COA, they took my complaint over the phone and open in their system a request to issue and sent the letter. 4 days later I received it.
According to the Regulation 17 (3) of The Immigration (European Economic Area) Regulations 2006, a Certificate of Application should be issued and sent immediately as soon as the application is received, so you have the right to complain. Chase them! Good luck
