Anyone got eea rc on grounds of Eind judgement?

Hi Forum,
Has anyone succeeded in being granted an Eea RC under the surrinder Singh ruling, when the returning British national has worked and lived in another Eea member state but upon returning to the UK is not yet a qualified person in the UK?
Eg: Has anyone been granted an Eea RC with Eind being upheld?
