EEA1 ans EEA3??

What's the different between EEA1 and EEA3?? Is anyone can explain this,please??
EEA1 is an application route for a registration certificate, initial work permit for EEA national
EEA3 is an application route for permanent residence used by EEA nationals after 5 years of lawful residence in the UK.
