No, in this case, means that something is not possible. The council will not extend council tax discount or exemption to you based on your current circumstances.

There is no where it is written that you get council tax exemption or discount only if you have a student visa. It just states that a full time student gets council tax discount and if you go through UKBA site council tax exemption or discount is not listed as a public funds.

I'd suggest that the OP contact his/her local council to determine whether indeed he/she is eligible for a council tax discount or exemption as what the OP is considering (i.e. becoming a full time student while on a Economic migrant visa) is not standard practice. And as such the UKBA public funds ( http://www.ukba.homeoffice.gov.uk/sitec ... iew=Binary ) guidelines or DirectGov Council tax ( http://www.direct.gov.uk/en/HomeAndComm ... G_10037422 ) guidelines on the website may not necessarily explicitly have the details applicable to him.

Well, given there is no mandatory requirement for a covering letter with the application, it follows that there is no standard template or sample. If there is something about the application and evidence that you think will not be clear, you can explain this in the additional notes on the application or in a letter. However, whatever it is that is needs an explanation will be unique to you, so a sample letter might not fit that purpose.
