Provisional Driving license on COA

What is the rule for applying for a provisional driving license for the non EU family of EU national who are on the EEA FP? UKBA`s site says you do not need to apply for EEA 2 unless you want to so in that case Can you apply for provisional driving license with your expired EEA FP on your passport? I also have a COA which confirms the application however I am wondering do you still need to have an Residence Permit before you can apply for a Driving license?

Hi i am in same situation. Did yon applied on the basis of coa alone? And expired eea fp

Well I went to the DVLA office in Wimbledon and they said they will not be able to issue a provisional since I don't have a right to live in the UK. According to the manager there "I only had right to work but not live in the UK, so I should wait until the RC is issued."
So with the diabolic approach of UKBA in issuing EEA2 in six months time , you can`t drive, cant apply for certain funds, loans and if you are unlucky i.e. dont have a COA, you cant feed your family.
Anyways, dont send your expired EEA FP and COA as it will not work.
