Hi,
One of my friends got initial Visa [Tier -1 General] granted on 7-Nov-2008. But he entered in to UK on 07-Feb-2009. Would he be eligibile applying for ILR by Nov-2013? OR he has to go to Tier-1 2nd extension? Please advise.

The date of entry counts towards residency period, if it does not meet the criteria (can apply 28 days before due date) then you will need to get an extension...

Better to pay more and get the extension to be on safe side.
