Changing name while abroad (in the UK)

Hi,
Hopefully this isn't in the wrong area...
I'm attempting to do a minor name change (one last name, from two). I'm a US citizen and UK resident. On the official site, it says it's possible to do this due to either extensive and exclusive usage, among other reasons, but once I go into the form, it only allows me to denote either marriage or US court order as the reasons.
The online form and the official site are linked, so I assume they are both legit, but one is out of date? Does anyone know the current policy?
