I am applying for UK Driving License (I am on ICT t2 visa). Is there a mandate to buy insurance even if I dont plan to buy a car but only to rent out once in a while.

You don't need to hold personal insurance for rental cars. The rental company will include charges for insurance based on the level of cover / options you agree to, whenever you rent a car.
