Exchange an expired EU driving licence for a British one

Morning guys!
I have read everywhere (gov.uk included) but couldn't find out if I can exchange my EU driving licence that expired on March 2020 (less than 3 years ago).
I know that there is a form that you have to sent by post (unless you have a British passport, then you can apply online).
Does someone know if it is still possible to exchange it even if expired?
If yes, where I can get the form, online or Post office?
Please I am a bit confused about this matter!
