NIN Issues

Good afternoon everyone.
My partner arrived 3 weeks ago in the UK.
Shes a Bulgarian national so she can only work as self employed.
We made an appointment to attain a NIN, because you know everybody makes a big deal about it, and an agency said that without it they can't do anything for her.
We went to the NIN interview but the refused because "she doesnt need a NIN at this time"
at the moment she currently works as a carer for a lady, on casual basis.
Do you think if the lady who employs her writes a letter in which she certifies that my partner works for her would let her attain a NIN?
