Ya I have gone through that before asking here.
That website says you need to be a UK citizen for getting a driving license.

No it doesn't. Where on earth did you see that? It tells you in detail exactly what you need to do to get a license.

You haven't given much detail on here either - e.g. what is your status in the UK, do you have a license from your home country and which license it is if you do etc.

My Details
On Tier1 Visa
Have Indian 4 wheeler driving License.

I used the interactive tool at the site.
http://www.direct.gov.uk/en/Diol1/Motor ... _in_gb.dsb
============
And its response was
you can drive in Great Britain (GB) on your full, valid driving licence for up to 12 months from the time you first became resident
you will need to stop driving once the 12 months are over
you will not be able to exchange your licence for a GB licence
if you wish to continue driving in GB you will need to get a GB provisional driving licence and sit a theory and practical driving test

More about applying for a provisional driving licence

We value your opinion on how useful this interactive tool has been.

Your previous answers

Q: Are you?

A: A resident of Great Britain (GB) Change

Q: Is your driving licence for a?

Now If I go on the " Apply online for a first provisional driving licence
" http://www.direct.gov.uk/en/Motoring/Mo ... G_10032690
it clearly says (please see below)

========
You can apply for your first British provisional driving licence online if you:

are a resident of Great Britain
can meet the minimum age requirement
can meet the minimum eyesight requirement
are currently not prevented from driving for any reason
can pay £50.00 by MasterCard, Visa, Maestro, Electron or Delta debit or credit card
have a valid UK passport or another form of identity
can provide addresses of where you have lived over the last three years
==========
Here it is clearly saying "You can apply for your first British provisional driving licence" if you have a valid UK passport

Please help

Let me clarify this based on my own personal experience.

I applied for a provisional driver's license when I had my HSMP visa (on an Indian Passport) and I cleared the theory and practical test, post which I got a Full UK Driver's license while on my HSMP visa (and Indian Passport).

Hope this makes it clear.

Don't apply online, apply by post instead. Simple!

You are confusing 'Resident in UK' with 'Citizen of UK' and that's why all these posts. If you are living and residing in the UK, then you can get your license. Resident in the UK does not mean you have to be a citizen - common mistake many people make.
And you can apply online as well using the 'OR any other form of identity' as the passport is asked to prove your identity and nothing more

It's been a while but when my partner tried it online about 2 years ago, the instruction said that to apply online one needed to provide an identity document issued by UK authorities.

Don't know if things have changed since then. Guess OP can try applying online and check / know for himself.

I am going through this process now as a US citizen.

Basically you can't apply for the provisional license online. I tried this, and failed. You have to post your passport to the DVLA in Swansea.

They will post it back to you in 3 weeks.

Take your theory tests.

Then take your practical test. Normally, it helps to take a lesson or two before the test, so I'm told-- even though I've been driving since 1992.

only British citizens can apply online , correct me if am worng,

other have to post their applications to swansea with their passport to get their provisional,

after when you get your provisional, you may have to take the theory and practicals to get your full licence.

Count yourself lucky - when I did it in 2001, I had to go to DVLA office to confirm my identity, and nearest one was 40-odd miles away...
