Can someone on a visitor visa apply for a provisional?

Hi all,

My cousin is visiting on a 6-month visit visa to the UK.

He wants to apply for a provisional driving license, however i have told him i don't think this can be done as he is only here on a visit visa.

He thinks it is possible so i would like someone to please clear this up?

I am sure he cannot because if he is able to get one while on a visit then surely this is enticing him to stay beyond his visa and allow him to do things like open bank accounts which he is not allowed to do.
