Provisional driving license without sending the IndianPasspo

Hi Guys,
I am in UK for the past 5 years.I am planning to apply for Provisional driving license and i don't want to send my indian passport.Can i send the application form with signature on the back my photo whom i know more than 3 years and provide the details of the person in section 6 in the application form(Signing a photo to verify Identity)?
