Tier 4 to Tier 1 Exceptional Talent Visa

Hi Team,
My wife is on Tier 4 Student visa and I am on Tier 4 dependent partner visa.
I would like to know,
1. Can Tier 4 primary visa holder switch to Tier 1 Exceptional Talent Visa?
2. Can Tier 4 dependent partner visa switch to Tier 1 Exceptional Talent Visa?
If yes, can we apply for Tech Nation within UK.

Tier 4 cannot switch to this visa within the uk. You/spouse will have to apply from home country.

Yes you can apply to TechNation within UK for Stage 1
After successfully endorsed, Stage 2 Visa applications be made from Home country... switch not possible within country

I answered in regard to applying for the actual visa and provided the relevant link. So not sure how you believe it is "not appropriate"!

Question was about Stage 1 application and not ab the actual visa application
I answered the bold underlined bit the OP asked, not the sentence/para that followed about Technation!! My response clearly stated they cannot switch to the
VISA within the UK.

Sorry to bother you again.
Just to double check.
You are saying that, Tier 4 Primary and Tier 4 Dependent can apply for Tech Nation ( Stage 1 ) within UK, once they got endorsed they have to file visa (Stage 2) from there Home Country?
Or
only Tier 4 Dependent can apply for TechNation ( Stage 1) ?
