Eligibility Criteria - Talent or Promise? Key Criteria Help Req

Hi,
I'm an Electrical Engineer, 30, I started as a logo designer in 2010 and down the line transitioned towards front end developer and now marketing automation specialist. Never owned a company but worked as a sole proprietor. I have a top rated Upwork profile with 100% success rate and good earnings over past 5 years. I've worked with over 100 clients in past 5 years some still I work for. Trying to go for Talent instead of promise.
Struggling to have Key Criteria 1 or 2
What I have:
Solid recommendation letters from CEOs and President
Qualifying Criteria 2
Recognised as a leading talent
1- 99designs contests won (older than 5 years though?), Freelancer and upwork reviews. Have some testimonial videos but cant be presented I believe.
2- Upwork Top Rated and 100% success rate with some digital tech Skills
3- Invited twice to UK for training team with the systems implemented
4 - Decent Earnings over last 5 years. (Current annual avg $50k from multiple clients)
Qualifying Criteria 3
How do I demonstrate continuous learning/mastery of new commercial or technical digital skills throughout my career?
1 - Education Electrical - 99Designs Freelancer Upwork Continuous Progression of skills
2- Projects Completed, clear progression and achievement
3- Evidence of learning processes or tool / Evidence of expertise and maintaining up-to-date knowledge of your sector trends - Youtube learnings mostly
4- 3 google Certificates recently completed for this purpose.
Do I have a solid case? Need suggestion should I pick promise or talent? Successful cases can give some more examples of Key criteria 1 and 2 other than in guide?
