Dependant GTV after ILR

I was on Tier 2 visa, then I swtiched to Global Talent visa, and now I hold ILR.
My wife is still on Tier 2 dependant visa. We want to switch her visa to GTV dependant.

We are now in a holiday in our home country. Can she apply for a dependant GTV from outside the UK? Would that affect her 5-year ILR clock?

Or alternatively, can she submit an application to "switch visa from inside the UK" while she is still abroad? (of course the biometrics appointment will be booked for a date after she is back to the UK)

I have a similar case except my family is in UK with me.
