Apply GTV inside UK being Exceptional Assurance

Dear all,
I am in a dilemma that I did not succeed to extend my T2 visa before it expired. Therefore I applied the exceptional assurance allowing me to stay here legally. During this time I have a new offer which will support me to apply the GTV visa. I read the web says that "You should apply before your current visa expires." Now I'm not sure if I am still eligible to choose "switch to this visa" and apply it inside the UK or I must apply outside the UK.
