Exceptionally talented?

The news item on Feb 29th on UKBA read:
The government intends to:
continue to provide a direct route to settlement for investors, entrepreneurs and exceptionally talented migrants under Tier 1.
Now how would they categorise 'exceptionally talented migrants' ?

They would do this by formulating a set of rules, requirements and conditions for this category then posting these in the appropriate policy guidance on the UKBA website.

"Exceptional Talent" is categorized as people who are internationally recognised as world leaders or potential world-leading talent in the fields of science and the arts.

well this doesn't make sense.
Tier 1 (Exceptional talent) is for people who are internationally recognised as world leaders or potential world-leading talent in the fields of science and the arts, and who wish to work in the UK
You cannot apply under Tier 1 (Exceptional talent) if you are already in the UK.
And this particular mention about exceptionally talented was in the Tier 2 rules that are to be laid out, which obviously would be applicable to in-country applicants? I am reading it right?

the statement of intent was about the tier 1, 2, and 5 system (as well as domestic workers) and applies equally to applicants within and outside the UK. The current rules for Tier 1 (Exceptional Talent) require that the applicant applies from outside the UK there is no indication that this will change at the moment.
