Training/job seeking

We went into our local government training enquiry office yesterday, were told hub needs to have been here a year before he can attend any government-subsidised training courses EVEN if we pay the whole fee ourselves!! - OR he needs a job from where he could access training. Bit like a chicken & egg situation, wants to better himself and work but it's a red -light at every stage as usual. no skills, no job, vice versa. Anyone any suggestions, like private colleges? (Leicester / Peterboro area).Thanks
