Tier 2 General to Startup Visa

Dear Friends,

I have been in the UK for past 2 year in Tier 2 General visa - main applicant.
I have been trying to get the endorsement letter for startup visa which is in progress,
can someone please clarify the below?

Would i be able to switch to start up visa from Tier 2 general as a main applicant?
Is it permitted to do the switch from within UK?
